I noticed that MO has the wildcard to regionals for U13 girls and I was curious what team gets to attend and how they got selected.

They way a the process works is the team who takes second place in State Cup for that year gets the Wild Card position. How States get a Wild Card is, at the US Youth Workshop at the Presidents Meeting, a blind draw for the Wild Card spot is done. The team who will be the U13 Girls is "JB Marine Skrivan".
